Auto Insurance in Manhattan, NY: Coverage for Garage Parking, Low Mileage, and Occasional Drivers
Most Manhattan households do not own a car, and those that do often keep it in a garage and drive mainly on weekends. That makes low-mileage pricing, garage parking, and non-owner coverage for people who rent or borrow cars the key questions here.
This guide covers the coverage questions Manhattan drivers ask most, the New York rules that apply, and how to compare quotes from several insurers on the same terms.
Blake Insurance Group is an independent agency based in Tucson that serves Manhattan drivers by phone and online. We do not have an office in Manhattan, and we compare options from the insurers we are appointed with for your exact garaging address.

Driving in Manhattan: what shapes your rate
In Manhattan, many drivers spend more on parking than on gas.
Low annual mileage
If you drive mostly on weekends or for trips out of the city, report your actual mileage. Low-mileage and usage-based programs can lower your price.
Garage parking
Damage in a parking garage is usually a collision claim, or the garage's liability if an attendant caused it. Theft and vandalism are comprehensive claims.
Non-owners and renters
If you do not own a car but rent or borrow one, a non-owner policy can provide liability coverage and may be cheaper than buying protection at the rental counter.
Pedestrians and cyclists
Heavy foot and bike traffic mean higher bodily injury limits are worth considering, especially if you have significant assets.
Coverage priorities for Manhattan drivers
| Your situation | Coverage to review | Why it matters |
|---|---|---|
| Drive only on weekends | Accurate low mileage or a usage-based program | Pay closer to how much you drive. |
| Car kept in a garage | Comprehensive and collision | Garage damage and theft. |
| No car, but rent sometimes | Non-owner policy | Liability when you rent or borrow. |
| Significant assets | Higher liability and an umbrella | Assets are exposed in a serious at-fault crash. |
Examples only, not recommendations. Coverage availability and terms vary by insurer.
New York rules every Manhattan driver should know
| Coverage | Minimum | What it pays for |
|---|---|---|
| Bodily injury liability | $25,000 per person / $50,000 per accident | Injuries you cause to others |
| Death liability | $50,000 per person / $100,000 per accident | Deaths you cause in a crash |
| Property damage liability | $10,000 | Damage you cause to other people's vehicles and property |
| No-fault personal injury protection | $50,000 | Medical bills, a share of lost wages, and some other expenses for you and your passengers, regardless of fault |
| Uninsured motorist bodily injury | $25,000 / $50,000 | Your injuries when the at-fault driver has no insurance |
- No-fault insurance. New York is a no-fault state. Your own PIP pays your medical bills and part of your lost wages after a crash, no matter who caused it. You can sue the at-fault driver for pain and suffering only if your injury meets the state's "serious injury" threshold.
- Fault still matters. For vehicle damage and serious-injury claims, New York uses pure comparative negligence, so your recovery is reduced by your share of fault.
- Uninsured and underinsured motorist coverage. Uninsured motorist bodily injury coverage is required. Optional supplementary coverage (SUM) raises those limits and adds underinsured protection, often up to your liability limits. Learn more about UM/UIM coverage.
- Insurance reporting and lapses. Insurers report coverage to the DMV electronically, and out-of-state insurance is not accepted for a New York-registered vehicle. If coverage lapses, the DMV can suspend your registration, and longer lapses can lead to license suspension.
- Defensive driving discount. Completing a DMV-approved Point and Insurance Reduction Program course gives the principal operator at least a 10% reduction in the base rate of liability and collision premiums for three years.
- State minimums are a floor. A $10,000 property damage limit is easily exceeded by a crash with a newer vehicle, leaving you responsible for the rest.
How to compare Manhattan quotes apples to apples
A cheaper quote is only cheaper if the coverage matches. Line up each quote using the same limits and deductibles.
| Coverage | What to match |
|---|---|
| Bodily injury and property damage liability | Same limits, such as 100/300/100 |
| Uninsured and underinsured motorist | Same limits, ideally equal to your liability limits |
| Collision | Same deductible |
| Comprehensive | Same deductible |
| No-fault PIP and additional PIP | Same limit |
| Rental and roadside | Same daily and total limits and towing distance |

Manhattan auto insurance FAQs
I do not own a car. Do I need insurance to rent one?
Rental companies provide state-minimum liability in some cases, but it may be limited. A non-owner policy gives you your own liability coverage when you rent or borrow a car.
Does garage parking lower my rate?
Some insurers factor garaging into pricing, and a secure garage reduces theft and vandalism risk either way.
Should I add SUM coverage?
Supplementary uninsured/underinsured motorist coverage (SUM) raises your protection above the 25/50 minimum when the at-fault driver has little or no insurance. It is usually inexpensive relative to what it protects.
How can I lower my Manhattan premium?
Completing a DMV-approved defensive driving course (PIRP) gives the principal operator at least a 10% reduction on liability and collision base rates for three years. Comparing several insurers helps too.
Is New York a no-fault state?
Yes. Your own personal injury protection pays your medical bills and part of your lost wages regardless of fault. You can sue the other driver for pain and suffering only if your injury meets New York's serious injury threshold.
Do I need full coverage in Manhattan?
New York requires liability, $50,000 of no-fault PIP, and uninsured motorist coverage. Collision and comprehensive are optional under state law, but a lender or leasing company will almost always require them.
How can I lower my car insurance in New York?
Completing a DMV-approved defensive driving course (PIRP) gives at least a 10% reduction on liability and collision base rates for three years. Comparing several insurers and keeping a clean record also help.
