The new $25,000 bond
According to the Pennsylvania Department of State, the required notary bond rose from $10,000 to $25,000 when new regulations took effect March 28, 2026. Notaries already commissioned on that date may keep their $10,000 bond until their commission expires; anyone newly appointed or reappointed on or after that date needs the $25,000 bond. The bond covers acts during the four-year commission and must be issued by an insurer authorized in Pennsylvania (57 Pa.C.S. § 321).
Recording deadline
Within 45 days of appointment or reappointment, and before notarizing, you must record your bond, oath of office, and commission with the recorder of deeds in the county where you have an office. Missing the deadline voids the commission, and you must reapply and obtain a new bond (Pennsylvania Department of State).
Education and exam
- Complete a three-hour approved notary course within six months before applying.
- Pass the state exam on statutes, regulations, procedures, and ethics.
- Pay the $42 application fee.
