Ohio Roofing Contractor Insurance: BWC Workers’ Comp and City Licensing

Illustration of a house roof for ohio roofing contractor insurance

Ohio does not issue a statewide roofing license, so cities set the rules. Columbus, Cleveland, and Cincinnati license or register roofers, often with a bond and liability minimum. Ohio is also a monopolistic state: employers must buy workers’ compensation from the Ohio Bureau of Workers’ Compensation (BWC), not a private insurer.

This guide covers Ohio roofing rules, BWC workers’ comp, city requirements, coverage, and typical costs. Blake Insurance Group is an independent agency licensed in Ohio, and a licensed agent can compare quotes for your roofing business.

Ohio BWC workers’ compensation

Ohio is one of four monopolistic states. Employers with one or more employees must buy workers’ compensation from the Ohio BWC. The state fund does not include employer’s liability coverage, so many roofers add a stop-gap endorsement to their general liability policy (Insureon (monopolistic states)).

Coverage most Ohio roofers carry

  • General liability: third-party injuries and property damage, such as a dropped bundle that damages a car or a leak that ruins a homeowner’s ceiling.
  • Workers’ compensation: medical bills and lost wages if a crew member is hurt, including falls.
  • Commercial auto: trucks and trailers used to haul crews, materials, and debris.
  • Tools and equipment (inland marine): ladders, nail guns, and compressors on job sites or in transit.
  • Commercial umbrella: extra liability limits on top of general liability and auto, often required on commercial jobs.

No. Ohio employers must get workers’ compensation from the Ohio BWC.

What is stop-gap coverage?
