Arizona Landscaping Contractor Insurance: ROC 21 Licenses, Bonds, and Coverage
Arizona licenses hardscaping and irrigation work through the Registrar of Contractors (ROC) as R-21 (residential), C-21 (commercial), or CR-21 (both). Work under $1,000 that needs no permit may qualify for the handyman exemption, and pesticide work needs separate Arizona Department of Agriculture licensing. The ROC sets no general liability minimum, and businesses with employees must carry workers’ compensation.
This guide covers Arizona landscaping licenses, required coverage, and typical costs. Blake Insurance Group is an independent agency licensed in Arizona, and a licensed agent can compare quotes for your landscaping business.

Required and expected coverage
The ROC sets no state general liability minimum, but HOAs, property managers, and general contractors usually require it. Arizona requires workers’ compensation for any business with one or more employees (Contractor License Requirements (Arizona contractor guide)). Pesticide application needs Arizona Department of Agriculture licensing, which is separate from the ROC license (Contractor License Requirements (Arizona landscaping guide)).
- General liability: third-party injuries and property damage, such as a mower throwing a rock through a window or a client tripping over equipment.
- Business owner’s policy: general liability bundled with property coverage for your shop, yard, and supplies.
- Workers’ compensation: medical bills and lost wages if an employee is hurt, including mower and trimmer injuries, heat illness, and lifting strains.
- Commercial auto: trucks and trailers that haul crews, mowers, and materials.
- Tools and equipment (inland marine): mowers, trimmers, blowers, and skid steers on job sites or in transit.
- Commercial umbrella: extra limits on top of general liability and auto, often required by HOAs and commercial clients.
