Arizona HVAC Contractor Insurance: ROC 39 Licenses, Bonds, and Coverage
Arizona licenses HVAC businesses through the Registrar of Contractors (ROC). The main air conditioning and refrigeration classes are R-39R (residential), C-39 (commercial), and CR-39 (both), with solar versions R-39, C-79, and CR-79. Each needs four years of experience and a license bond. The ROC sets no general liability minimum, but businesses with employees must carry workers’ compensation.
This guide covers Arizona HVAC licenses, bonds, required coverage, and typical costs. Blake Insurance Group is an independent agency licensed in Arizona, and a licensed agent can compare quotes for your HVAC business.

Required and expected coverage
The ROC sets no state general liability minimum, but owners and general contractors often require it by contract. Arizona requires workers’ compensation for any business with one or more employees under A.R.S. § 23-961 (Contractor License Requirements (Arizona HVAC guide)).
- General liability: third-party injuries and property damage, such as a condensate leak that ruins a customer’s ceiling or a furnace install that starts a fire.
- Business owner’s policy: general liability bundled with property coverage for your shop, parts, and equipment stock.
- Workers’ compensation: medical bills and lost wages if an employee is hurt, including falls from roofs and attics, burns, and lifting injuries.
- Commercial auto: service vans and trucks that carry technicians, units, and refrigerant.
- Tools and equipment (inland marine): gauges, recovery machines, vacuum pumps, and brazing kits on job sites or in transit.
- Commercial umbrella: extra limits on top of general liability and auto, often required on commercial jobs.
