Auto Insurance in San Francisco, CA: Coverage for Street Parking, Break-Ins, and Low-Mileage Drivers
San Francisco is dense, hilly, and transit-rich, so many residents drive less than other Californians but park on the street. Car break-ins, tight parking, steep grades, and bridge commutes shape what San Francisco drivers need.
This guide covers the coverage questions San Francisco drivers ask most, the California rules that apply, and how to compare quotes from several insurers on the same terms.
Blake Insurance Group is an independent agency based in Tucson that serves San Francisco drivers by phone and online. We do not have an office in San Francisco, and we compare options from the insurers we are appointed with for your exact garaging address.

Driving in San Francisco: what shapes your rate
In San Francisco, a parked car is often at more risk than a moving one.
Break-ins and theft
Damage from a break-in, such as a smashed window, is covered under comprehensive. Laptops and bags stolen from the car are usually covered by renters or homeowners insurance, not auto.
Street parking and hills
Parked cars get sideswiped, and steep grades raise the risk of rollaways. Collision covers your car when you hit something; a hit-and-run while parked is usually a collision or uninsured motorist property damage claim.
Low mileage
Many San Franciscans drive only a few thousand miles a year. Under Proposition 103, annual mileage is a major rating factor, so report it accurately.
Bridge commutes
The Bay Bridge and Golden Gate Bridge are major bottlenecks. Liability limits above 30/60/15 and matching UM/UIM help protect you.
Coverage priorities for San Francisco drivers
| Your situation | Coverage to review | Why it matters |
|---|---|---|
| Car parked on the street | Comprehensive with an affordable deductible | Break-in damage is a comprehensive claim. |
| Belongings left in the car | Renters or homeowners insurance | Auto policies usually exclude personal property. |
| Drive only occasionally | Accurate annual mileage | Low mileage can lower your premium. |
| No car, but drive sometimes | Non-owner policy | Provides liability when you borrow or rent. |
Examples only, not recommendations. Coverage availability and terms vary by insurer.
California rules every San Francisco driver should know
| Coverage | Minimum | What it pays for |
|---|---|---|
| Bodily injury, per person | $30,000 | Injuries you cause to one other person |
| Bodily injury, per accident | $60,000 | Injuries you cause to two or more people |
| Property damage | $15,000 | Damage you cause to other people's vehicles and property |
- Higher minimums. California raised its minimum limits from 15/30/5 to 30/60/15 on January 1, 2025, and a further increase to 50/100/25 is scheduled for 2035. Even the new minimums can be used up quickly in a serious crash.
- Proposition 103. California insurers must weigh your driving safety record most heavily, followed by annual miles driven and years of driving experience. Other factors, such as where the car is garaged, can only be used as approved secondary factors, and insurers cannot use your credit history to set your auto rate.
- Good Driver Discount. Drivers who meet California's good driver standards are entitled to a rate at least 20% lower than they would otherwise pay. A clean record is the biggest single lever on a California premium.
- Uninsured and underinsured motorist coverage. UM/UIM is part of your policy unless you waive it in writing. It protects you when the at-fault driver has no insurance or too little. Learn more about UM/UIM coverage.
- Fault rules. California uses pure comparative negligence, so you can recover damages even if you share the blame, reduced by your percentage of fault.
- Low-cost program and SR-22. Income-eligible drivers may qualify for the California Low Cost Auto Insurance Program. If the DMV requires an SR-22, your insurer files it, commonly for three years. See SR-22 insurance in California.
How to compare San Francisco quotes apples to apples
A cheaper quote is only cheaper if the coverage matches. Line up each quote using the same limits and deductibles.
| Coverage | What to match |
|---|---|
| Bodily injury and property damage liability | Same limits, such as 100/300/100 |
| Uninsured and underinsured motorist | Same limits, ideally equal to your liability limits |
| Collision | Same deductible |
| Comprehensive | Same deductible |
| Medical payments | Same limit |
| Rental and roadside | Same daily and total limits and towing distance |

San Francisco auto insurance FAQs
Is a car break-in covered in San Francisco?
Damage to the car is covered under comprehensive, minus your deductible. Personal items taken from the car are usually covered by renters or homeowners insurance.
I rarely drive. Do I still need full coverage?
California requires liability on any registered vehicle. If the car is paid off and parked most of the time, compare comprehensive-only and liability options, and report your low mileage.
I do not own a car but borrow one sometimes. What do I need?
A non-owner policy can provide liability coverage when you drive a borrowed or rented car.
How can I lower my San Francisco premium?
Under Proposition 103, drivers who meet California's good driver standards get a rate at least 20% lower. Keeping your record clean is the most effective way to lower your premium.
Is California a no-fault state?
No. California is an at-fault state with pure comparative negligence, so the driver who causes a crash is responsible, and your own recovery is reduced by any share of fault you carry.
Do I need full coverage in San Francisco?
California only requires liability coverage of at least 30/60/15. Collision and comprehensive are optional under state law, but a lender or leasing company will almost always require them on a financed or leased vehicle.
Does my credit score affect my car insurance in California?
No. Under Proposition 103, California insurers cannot use your credit history to set your auto rate. Your driving record, annual mileage, and years of driving experience matter most.
