California HVAC Contractor Insurance: C-20 License, Bond, and Mandatory Workers’ Comp
California licenses HVAC contractors through the CSLB in the C-20 Warm-Air Heating, Ventilating and Air-Conditioning classification. Every license needs a $25,000 contractor’s bond. C-20 is one of the few classifications that must carry workers’ compensation even with no employees, so a C-20 contractor cannot file a no-employee exemption.
This guide covers California C-20 bond and workers’ comp rules, coverage, and typical costs. Blake Insurance Group is an independent agency licensed in California, and a licensed agent can compare quotes for your HVAC business.

CSLB bond rules
Every California contractor license needs a $25,000 contractor’s bond, plus a $25,000 Bond of Qualifying Individual in some cases (CSLB bond requirements). See our California contractor license bond guide.
Workers’ compensation for C-20 contractors
CSLB requires all active C-8, C-20, C-22, C-39, and C-61/D-49 contractors to carry workers’ compensation or a certificate of self-insurance, whether or not they have employees (California CSLB workers’ comp rules). A C-20 license is suspended if that coverage lapses, so keep the policy current.
Coverage most California HVAC contractors carry
- General liability: third-party injuries and property damage, such as a condensate leak that ruins a customer’s ceiling or a furnace install that starts a fire.
- Business owner’s policy: general liability bundled with property coverage for your shop, parts, and equipment stock.
- Workers’ compensation: medical bills and lost wages if an employee is hurt, including falls from roofs and attics, burns, and lifting injuries.
- Commercial auto: service vans and trucks that carry technicians, units, and refrigerant.
- Tools and equipment (inland marine): gauges, recovery machines, vacuum pumps, and brazing kits on job sites or in transit.
- Commercial umbrella: extra limits on top of general liability and auto, often required on commercial jobs.
