Pennsylvania Roofing Contractor Insurance: HICPA Registration and Coverage
Pennsylvania roofers who do $5,000 or more of home improvement work a year must register with the Attorney General under the Home Improvement Consumer Protection Act (HICPA). Registration requires at least $50,000 of personal injury liability and $50,000 of property damage coverage, and renews every two years.
This guide covers Pennsylvania HICPA registration, insurance minimums, coverage, and typical costs. Blake Insurance Group is an independent agency licensed in Pennsylvania, and a licensed agent can compare quotes for your roofing business.

Coverage most Pennsylvania roofers carry
HICPA minimums are low for roofing work, so many roofers carry higher limits when clients or general contractors ask for them. Employers should also review workers’ compensation for their crews.
- General liability: third-party injuries and property damage, such as a dropped bundle that damages a car or a leak that ruins a homeowner’s ceiling.
- Workers’ compensation: medical bills and lost wages if a crew member is hurt, including falls.
- Commercial auto: trucks and trailers used to haul crews, materials, and debris.
- Tools and equipment (inland marine): ladders, nail guns, and compressors on job sites or in transit.
- Commercial umbrella: extra liability limits on top of general liability and auto, often required on commercial jobs.
