Home Insurance in New Jersey: Flooding, Basements, Shore Homes, and City Guides
New Jersey home insurance runs from older multi-family homes and flooded basements in the north to hurricane and surge risk at the shore. Sandy and Ida showed how much flood coverage matters here.
This guide covers New Jersey's home insurance rules, the coverage choices that matter most, and links to our local guides for 10 New Jersey cities. Compare quotes from several insurers on the same terms with one call.

Owning a home in New Jersey: what shapes your rate
Local conditions vary across New Jersey, but these risks come up statewide.
Two- and three-family homes
If you live in one unit and rent the others, you need a policy written for an owner-occupied multi-unit building, including liability for tenants and their guests.
Basement flooding and sewer backup
Heavy rain can overwhelm sewers and back water into basements, as Ida did in 2021. Sewer and drain backup is excluded unless you add the endorsement.
Older homes
Older homes can cost more to rebuild to current code. Ordinance or law coverage helps pay for required upgrades, and updated wiring, plumbing, and roofs can lower your price.
Passaic River flooding
Homes near the Passaic River can flood. Flood is excluded from home policies, and flood policies usually have a 30-day waiting period.
Storm surge and coastal flooding
Hurricane Sandy in 2012 showed how far surge can reach. Flood is excluded from home policies, and flood policies usually have a 30-day waiting period.
Coverage priorities for New Jersey homeowners
| Your situation | Coverage to review | Why it matters |
|---|---|---|
| Owner of a two- or three-family | Owner-occupied multi-unit policy | Covers the building and tenant liability. |
| Any home with a basement | Sewer and drain backup endorsement | Excluded unless added. |
| Older home | Ordinance or law coverage | Helps pay for code upgrades. |
| Also insuring your cars | Home and auto bundle | Often the largest discount. |
| Near water or in a low area | Flood quote | Home policies exclude flood. |
| Any homeowner | Dwelling at full rebuilding cost | Construction costs are high. |
Examples only, not recommendations. Coverage availability and terms vary by insurer.
New Jersey rules and market facts every homeowner should know
- No state mandate, but your lender requires it. New Jersey does not require homeowners insurance by law, but nearly every mortgage lender does.
- Non-renewal and cancellation rules. Insurers must give at least 30 days' written notice with a reason before non-renewing. Once a policy has been in force 60 days, it can be canceled only for specific reasons, such as non-payment, fraud, misrepresentation, or a change that materially increases the risk.
- Hurricane and windstorm deductibles. Shore-area policies often carry a separate hurricane or windstorm deductible set as a percentage of your dwelling limit. Compare it carefully, not just the premium.
- The FAIR Plan. If standard insurers decline your home, the New Jersey Insurance Underwriting Association offers basic property coverage. It does not include personal liability, so it is often paired with a separate liability policy.
- Basements and sewer backup. Storms like Ida in 2021 flooded basements across North Jersey. Sewer and drain backup is excluded unless you add the endorsement, and surface flooding needs a flood policy.
- Flood is excluded. Storm surge, river, and flash flooding are not covered by home policies. See flood insurance.
How to compare New Jersey quotes apples to apples
A cheaper quote is only cheaper if the coverage matches. Line up each quote using the same limits and deductibles.
| Coverage | What to match |
|---|---|
| Dwelling (Coverage A) | Same rebuild amount, based on replacement cost, not market value |
| Other structures and personal property | Same limits, and replacement cost (not actual cash value) for belongings |
| Loss of use | Same limit for living expenses if you cannot stay in the home |
| Personal liability and medical payments | Same limits, such as $300,000 liability |
| Deductibles | Same all-peril deductible and the same hurricane or windstorm deductible, which near the shore is often a percentage of the dwelling limit |
| Roof settlement | Replacement cost or actual cash value for the roof, and any roof age schedule |
| Endorsements | Water backup, extended replacement cost, ordinance or law, and scheduled jewelry |

- Protective devices, such as monitored alarms, sump pump alarms, and water leak sensors.
- Updated systems, such as newer roofs, wiring, and plumbing, where offered.

Non-renewed, an older roof, or prior claims? You still have options. Some insurers and specialty markets write harder-to-place homes. Call 888-387-3687 and we will shop it for you.
New Jersey home insurance FAQs
Is a backed-up sewer or floor drain covered?
Not unless you add sewer and drain backup coverage. It is an inexpensive endorsement and one of the most important for New Jersey homes with basements.
Why does my older home cost more to insure?
Older homes can cost more to rebuild, especially to current code. Ordinance or law coverage helps, and updated wiring, plumbing, and roofs can lower your price.
Does home insurance cover flooding or storm surge?
No. Flood and storm surge are excluded from home policies. A separate flood policy covers it, usually after a 30-day waiting period.
What does a condo policy cover in Hoboken?
It covers your belongings, interior improvements, and liability, plus any part of the building your association documents make you responsible for. Check your master policy's deductible too.
Does New Jersey require homeowners insurance?
No state law requires it, but nearly every mortgage lender does. Most owners keep coverage even after the mortgage is paid off.
How much notice do I get if my insurer will not renew?
New Jersey requires at least 30 days' written notice with a reason. If the reason relates to a claim, you can ask the Department of Banking and Insurance to review it.
Is basement flooding covered in New Jersey?
It depends on the cause. Sewer and drain backup is covered only if you add the endorsement, and surface or river flooding needs a separate flood policy.
