Illustration of a car on a coastal road beside the water with the text Auto Insurance Norfolk, Virginia

Norfolk is home to Naval Station Norfolk, the world's largest naval base, and sits at the center of Hampton Roads' tunnels and bridges. Low-lying neighborhoods flood often during high tides and storms.

This guide covers the coverage questions Norfolk drivers ask most, the Virginia rules that apply, and how to compare quotes from several insurers on the same terms.

Blake Insurance Group is an independent agency based in Tucson that serves Norfolk drivers by phone and online. We do not have an office in Norfolk, and we compare options from the insurers we are appointed with for your exact garaging address.

Driving in Norfolk: what shapes your rate

Water, tunnels, and military life shape Norfolk driving.

Military households

Service members who move or deploy often benefit from military discounts and storage options for a car left behind. Virginia now requires insurance on every registered vehicle, so ask before reducing coverage.

Bridge-tunnels

The Hampton Roads Bridge-Tunnel and the region's other tunnels are major bottlenecks where one crash can back up traffic for miles. Liability limits above the minimum and UM/UIM help protect you.

Tidal flooding and storms

Hampton Roads sees frequent tidal flooding, nor'easters, and hurricanes. Flood damage to a car is covered under comprehensive, not by a home flood policy.

College students

Students on a parent's policy may qualify for good student discounts, and the policy should show where the car is garaged.

Virginia rules every Norfolk driver should know

Virginia minimum coverage (policies effective on or after January 1, 2025)
CoverageMinimumWhat it pays for
Bodily injury liability$50,000 per person / $100,000 per accidentInjuries you cause to others
Property damage liability$25,000Damage you cause to other people's vehicles and property
Uninsured/underinsured motoristAt least the same minimumsYour injuries and damage when the at-fault driver has no or too little insurance
  • Insurance is now mandatory. Virginia ended the option to pay a $500 uninsured motor vehicle fee instead of buying insurance on July 1, 2024. Owners who cannot show proof of coverage when asked can have their license, registration, and plates suspended and owe a $600 noncompliance fee.
  • Higher minimums. Minimum bodily injury limits rose from 30/60 to 50/100 on January 1, 2025, and minimum UM/UIM limits rose with them.
  • Stronger underinsured motorist coverage. Since July 1, 2023, your underinsured motorist coverage is no longer reduced by the at-fault driver's liability payment unless you elect that in writing, so it can pay on top of their coverage. Learn more about UM/UIM coverage.
  • Contributory negligence. Virginia is one of the few states that still follow contributory negligence. If you are found even slightly at fault, you may be barred from recovering from the other driver, which makes your own collision, medical payments, and UM/UIM coverages especially important.
  • SR-22 and FR-44. Some violations require an SR-22, generally for three years. After a DUI, Virginia requires an FR-44 with higher limits of 100/200/50, generally for three years. See high-risk auto insurance.

Norfolk auto insurance FAQs

Can I reduce coverage while I deploy?

Virginia requires insurance on registered vehicles, so ask about storage options that keep you compliant, or check with the DMV before canceling. A lapse can trigger suspension and a $600 noncompliance fee.

Is tidal flood damage to my car covered?

Yes, if you carry comprehensive coverage, minus your deductible. Avoid driving through standing water.

How does underinsured motorist coverage work in Virginia now?

Since July 2023, your underinsured motorist coverage generally pays on top of the at-fault driver's liability payment instead of being reduced by it, unless you elect otherwise in writing. Higher UM/UIM limits are one of the best values in Virginia.

Should I carry medical expense benefits?

Medical expense benefits pay medical bills for you and your passengers regardless of fault, which matters in a contributory negligence state. The coverage is optional, so ask for it.

Can I still pay a fee instead of buying insurance in Virginia?

No. Virginia ended the uninsured motor vehicle fee option on July 1, 2024. Every registered vehicle must now carry insurance.

Do I need full coverage in Norfolk?

Virginia requires 50/100/25 liability and UM/UIM coverage. Collision and comprehensive are optional under state law, but a lender or leasing company will almost always require them.

What does contributory negligence mean for my claim?

If you are found even slightly at fault, you may not be able to recover from the other driver. Your own collision, medical expense, and UM/UIM coverages help protect you.
