This guide covers the coverage questions Virginia Beach drivers ask most, the Virginia rules that apply, and how to compare quotes from several insurers on the same terms.

Driving in Virginia Beach: what shapes your rate
Military life and coastal weather shape most Virginia Beach claims.
Military households
Service members who move or deploy often benefit from military discounts and storage options for a car left behind. Virginia now requires insurance on every registered vehicle, so ask before reducing coverage.
Tidal flooding and storms
Hampton Roads sees frequent tidal flooding, nor'easters, and hurricanes. Flood damage to a car is covered under comprehensive, not by a home flood policy.
Oceanfront and I-264 traffic
Summer visitors crowd the oceanfront, and I-264 is the main commuter route to Norfolk. Collision and UM/UIM help protect you.
Contributory negligence
Because even partial fault can block recovery from the other driver, your own collision and medical expense coverage matter more in Virginia.
Coverage priorities for Virginia Beach drivers
| Your situation | Coverage to review | Why it matters |
|---|---|---|
| Service member deploying | Storage options that stay compliant | Avoid suspension and noncompliance fees. |
| Home in a flood-prone area | Comprehensive on every vehicle | Flood damage is a comprehensive claim. |
| Daily I-264 commuter | Higher liability and UM/UIM | Freeway crashes can involve several vehicles. |
| Worried about shared-fault crashes | Collision and medical expense benefits | Your own coverage pays even if you share fault. |
Examples only, not recommendations. Coverage availability and terms vary by insurer.
Virginia rules every Virginia Beach driver should know
| Coverage | Minimum | What it pays for |
|---|---|---|
| Bodily injury liability | $50,000 per person / $100,000 per accident | Injuries you cause to others |
| Property damage liability | $25,000 | Damage you cause to other people's vehicles and property |
| Uninsured/underinsured motorist | At least the same minimums | Your injuries and damage when the at-fault driver has no or too little insurance |
- Insurance is now mandatory. Virginia ended the option to pay a $500 uninsured motor vehicle fee instead of buying insurance on July 1, 2024. Owners who cannot show proof of coverage when asked can have their license, registration, and plates suspended and owe a $600 noncompliance fee.
- Higher minimums. Minimum bodily injury limits rose from 30/60 to 50/100 on January 1, 2025, and minimum UM/UIM limits rose with them.
- Stronger underinsured motorist coverage. Since July 1, 2023, your underinsured motorist coverage is no longer reduced by the at-fault driver's liability payment unless you elect that in writing, so it can pay on top of their coverage. Learn more about UM/UIM coverage.
- Contributory negligence. Virginia is one of the few states that still follow contributory negligence. If you are found even slightly at fault, you may be barred from recovering from the other driver, which makes your own collision, medical payments, and UM/UIM coverages especially important.
- SR-22 and FR-44. Some violations require an SR-22, generally for three years. After a DUI, Virginia requires an FR-44 with higher limits of 100/200/50, generally for three years. See high-risk auto insurance.
How to compare Virginia Beach quotes apples to apples
A cheaper quote is only cheaper if the coverage matches. Line up each quote using the same limits and deductibles.
| Coverage | What to match |
|---|---|
| Bodily injury and property damage liability | Same limits, such as 100/300/100 |
| Uninsured and underinsured motorist | Same limits, ideally equal to your liability limits |
| Collision | Same deductible |
| Comprehensive | Same deductible |
| Medical expense benefits | Same limit |
| Rental and roadside | Same daily and total limits and towing distance |

Virginia Beach auto insurance FAQs
Can I reduce coverage while I deploy?
Virginia requires insurance on registered vehicles, so ask about storage options that keep you compliant, or check with the DMV before canceling. A lapse can trigger suspension and a $600 noncompliance fee.
Is flood damage to my car covered?
Yes, if you carry comprehensive coverage, minus your deductible.
How does underinsured motorist coverage work in Virginia now?
Since July 2023, your underinsured motorist coverage generally pays on top of the at-fault driver's liability payment instead of being reduced by it, unless you elect otherwise in writing. Higher UM/UIM limits are one of the best values in Virginia.
Should I carry medical expense benefits?
Medical expense benefits pay medical bills for you and your passengers regardless of fault, which matters in a contributory negligence state. The coverage is optional, so ask for it.
Can I still pay a fee instead of buying insurance in Virginia?
No. Virginia ended the uninsured motor vehicle fee option on July 1, 2024. Every registered vehicle must now carry insurance.
Do I need full coverage in Virginia Beach?
Virginia requires 50/100/25 liability and UM/UIM coverage. Collision and comprehensive are optional under state law, but a lender or leasing company will almost always require them.
What does contributory negligence mean for my claim?
If you are found even slightly at fault, you may not be able to recover from the other driver. Your own collision, medical expense, and UM/UIM coverages help protect you.
