Home Insurance in Virginia: State Rules, Coverage Choices, and City Guides
Virginia homeowners range from Hampton Roads neighborhoods facing tidal flooding to historic homes in Richmond and mountain properties near Roanoke. State law gives homeowners strong protections on cancellations and non-renewals, and a new roof age rule takes effect in 2027.
This guide covers Virginia's home insurance rules, the coverage choices that matter most, and links to our local guides for 10 Virginia cities. Compare quotes from several insurers on the same terms with one call.

Owning a home in Virginia: what shapes your rate
Local conditions vary across Virginia, but these risks come up statewide.
Tidal and storm flooding
Hampton Roads sees some of the fastest-rising water levels on the East Coast, with frequent tidal flooding and storm surge. Flood needs its own policy.
Hurricanes and nor'easters
Coastal storms bring wind and surge. Many coastal policies carry a separate hurricane or wind deductible, so compare it, not just the premium.
Military families
Service members who PCS often rent out their homes. A landlord policy replaces homeowners coverage while tenants live there.
Falling trees
Mature trees fall on homes in storms and ice. Damage to your house is covered, but tree removal limits are often low when nothing is hit.
Older and historic homes
Older homes can cost more to rebuild to current code. Ordinance or law coverage helps pay for required upgrades.
Coverage priorities for Virginia homeowners
| Your situation | Coverage to review | Why it matters |
|---|---|---|
| Near tidal water or a low street | Separate flood policy | Home policies exclude flood. |
| Coastal homeowner | Compare hurricane and wind deductibles | Can mean a larger out-of-pocket cost. |
| Landlord or PCSing family | Landlord policy | Homeowners forms exclude most rentals. |
| Any homeowner | Dwelling at full rebuilding cost | Construction costs have risen. |
| Older home | Ordinance or law coverage | Code upgrades add cost. |
| Many mature trees | Check tree removal limits | Removal limits are often low. |
Examples only, not recommendations. Coverage availability and terms vary by insurer.
Virginia rules and market facts every homeowner should know
- No state mandate, but your lender requires it. Virginia does not require homeowners insurance by law, but nearly every mortgage lender does.
- Cancellation limits. Once an owner-occupied policy has been in force for 90 days, the insurer can cancel only for limited reasons, such as nonpayment, fraud, or physical changes that make the home uninsurable.
- Non-renewal notice and review. An insurer that will not renew must give at least 30 days' written notice with the specific reason. You can ask the Commissioner of Insurance to review it within 10 days, and the policy stays in force during the review.
- Claim protections. Under Virginia Code § 38.2-2114, insurers cannot non-renew solely because of a claim caused primarily by natural causes, claims more than five years old, or a question you asked about coverage.
- Roof age rule starting 2027. Beginning January 1, 2027, an asphalt shingle roof under 15 years old cannot be the sole reason to refuse, cancel, or non-renew a policy, and an older roof can stay insurable if an inspection shows at least five years of remaining life.
- VPIA. If regular insurers decline your home, the Virginia Property Insurance Association offers coverage as a last resort.
- Flood is excluded. Home policies do not cover flood, including tidal and flash flooding. See Virginia flood insurance.
How to compare Virginia quotes apples to apples
A cheaper quote is only cheaper if the coverage matches. Line up each quote using the same limits and deductibles.
| Coverage | What to match |
|---|---|
| Dwelling (Coverage A) | Same rebuild amount, based on replacement cost, not market value |
| Other structures and personal property | Same limits, and replacement cost (not actual cash value) for belongings |
| Loss of use | Same limit for living expenses if you cannot stay in the home |
| Personal liability and medical payments | Same limits, such as $300,000 liability |
| Deductibles | Same all-peril deductible and, near the coast, the same hurricane or wind deductible |
| Roof settlement | Replacement cost or actual cash value for the roof, and any roof age schedule |
| Endorsements | Water backup, extended replacement cost, ordinance or law, and scheduled jewelry |

Virginia home insurance FAQs
Is tidal flooding covered?
No. Tidal and storm-surge flooding are flood, which home policies exclude. A flood policy covers it.
How does a hurricane deductible work?
It is usually a percentage of your dwelling limit that applies to hurricane damage. A 2% deductible on a $350,000 home means you pay the first $7,000.
What is ordinance or law coverage?
It pays the extra cost of bringing a damaged home up to current building codes during repairs, which matters most for older homes.
Does my policy cover a tree that falls on my house?
Yes, damage to your home from a fallen tree is covered, minus your deductible. Removing trees that fall without hitting a structure is usually covered only up to a small limit.
Does Virginia require homeowners insurance?
No state law requires it, but nearly every mortgage lender does. Most owners keep coverage even after the mortgage is paid off.
Can my insurer drop me after a storm claim?
Not solely for a claim caused primarily by natural causes. Insurers must give at least 30 days' notice with the reason, and you can ask the Commissioner of Insurance to review it within 10 days.
Is flooding covered in Virginia?
No. Home policies exclude flood, including tidal and flash flooding. A separate flood policy covers it, usually after a 30-day waiting period.
