Auto Insurance in Richmond, VA: Coverage for I-95 Commutes, Students, and City Parking
Richmond is Virginia's capital, where I-95 and I-64 meet and commuters use toll roads like the Powhite Parkway and the Downtown Expressway. VCU and the University of Richmond bring many young drivers, and many city residents park on the street.
This guide covers the coverage questions Richmond drivers ask most, the Virginia rules that apply, and how to compare quotes from several insurers on the same terms.

Driving in Richmond: what shapes your rate
Commutes and city parking shape most Richmond claims.
I-95 and I-64
The I-95/I-64 overlap downtown and the toll expressways are busy at rush hour. Liability limits above the minimum and UM/UIM help protect you.
College students
Students on a parent's policy may qualify for good student discounts, and the policy should show where the car is garaged.
Street parking
Break-ins and parked-car damage are comprehensive or collision claims. Belongings stolen from the car are usually covered by renters insurance.
Contributory negligence
Because even partial fault can block recovery from the other driver, your own collision and medical expense coverage matter more in Virginia.
Coverage priorities for Richmond drivers
| Your situation | Coverage to review | Why it matters |
|---|---|---|
| Daily interstate commuter | Higher liability and UM/UIM | Freeway crashes can involve several vehicles. |
| College student | Correct garaging address and student discounts | The policy should match where the car is kept. |
| Car parked on the street | Comprehensive | Theft and break-ins are comprehensive claims. |
| Worried about shared-fault crashes | Collision and medical expense benefits | Your own coverage pays even if you share fault. |
Examples only, not recommendations. Coverage availability and terms vary by insurer.
Virginia rules every Richmond driver should know
| Coverage | Minimum | What it pays for |
|---|---|---|
| Bodily injury liability | $50,000 per person / $100,000 per accident | Injuries you cause to others |
| Property damage liability | $25,000 | Damage you cause to other people's vehicles and property |
| Uninsured/underinsured motorist | At least the same minimums | Your injuries and damage when the at-fault driver has no or too little insurance |
- Insurance is now mandatory. Virginia ended the option to pay a $500 uninsured motor vehicle fee instead of buying insurance on July 1, 2024. Owners who cannot show proof of coverage when asked can have their license, registration, and plates suspended and owe a $600 noncompliance fee.
- Higher minimums. Minimum bodily injury limits rose from 30/60 to 50/100 on January 1, 2025, and minimum UM/UIM limits rose with them.
- Stronger underinsured motorist coverage. Since July 1, 2023, your underinsured motorist coverage is no longer reduced by the at-fault driver's liability payment unless you elect that in writing, so it can pay on top of their coverage. Learn more about UM/UIM coverage.
- Contributory negligence. Virginia is one of the few states that still follow contributory negligence. If you are found even slightly at fault, you may be barred from recovering from the other driver, which makes your own collision, medical payments, and UM/UIM coverages especially important.
- SR-22 and FR-44. Some violations require an SR-22, generally for three years. After a DUI, Virginia requires an FR-44 with higher limits of 100/200/50, generally for three years. See high-risk auto insurance.
How to compare Richmond quotes apples to apples
A cheaper quote is only cheaper if the coverage matches. Line up each quote using the same limits and deductibles.
| Coverage | What to match |
|---|---|
| Bodily injury and property damage liability | Same limits, such as 100/300/100 |
| Uninsured and underinsured motorist | Same limits, ideally equal to your liability limits |
| Collision | Same deductible |
| Comprehensive | Same deductible |
| Medical expense benefits | Same limit |
| Rental and roadside | Same daily and total limits and towing distance |

Richmond auto insurance FAQs
Can my child stay on our policy while at VCU?
Often, yes, if they are still part of your household. The policy should show the car is garaged in Richmond.
Who pays if something is stolen from my car?
Damage to the car falls under comprehensive. Belongings taken from it are usually covered by renters or homeowners insurance.
How does underinsured motorist coverage work in Virginia now?
Since July 2023, your underinsured motorist coverage generally pays on top of the at-fault driver's liability payment instead of being reduced by it, unless you elect otherwise in writing. Higher UM/UIM limits are one of the best values in Virginia.
Should I carry medical expense benefits?
Medical expense benefits pay medical bills for you and your passengers regardless of fault, which matters in a contributory negligence state. The coverage is optional, so ask for it.
Can I still pay a fee instead of buying insurance in Virginia?
No. Virginia ended the uninsured motor vehicle fee option on July 1, 2024. Every registered vehicle must now carry insurance.
Do I need full coverage in Richmond?
Virginia requires 50/100/25 liability and UM/UIM coverage. Collision and comprehensive are optional under state law, but a lender or leasing company will almost always require them.
What does contributory negligence mean for my claim?
If you are found even slightly at fault, you may not be able to recover from the other driver. Your own collision, medical expense, and UM/UIM coverages help protect you.
