Auto Insurance in Philadelphia, PA: Coverage for Theft, Expressway Traffic, and Your Tort Choice
Philadelphia drivers face the Schuylkill Expressway, I-95, and Roosevelt Boulevard, tight street parking, and some of the highest vehicle theft rates in the state. Pennsylvania's very low minimums and the limited-versus-full tort choice matter more here than almost anywhere.
This guide covers the coverage questions Philadelphia drivers ask most, the Pennsylvania rules that apply, and how to compare quotes from several insurers on the same terms.
Blake Insurance Group is an independent agency based in Tucson that serves Philadelphia drivers by phone and online. We do not have an office in Philadelphia, and we compare options from the insurers we are appointed with for your exact garaging address.

Driving in Philadelphia: what shapes your rate
Density drives most Philadelphia claims.
Vehicle theft
Theft and break-ins are comprehensive claims. Comprehensive, anti-theft devices, and off-street parking help.
Expressway and boulevard traffic
The Schuylkill, I-95, and Roosevelt Boulevard see frequent crashes. Higher liability and UM/UIM limits protect you when the other driver carries only 15/30/5.
Limited or full tort
Limited tort saves money but limits your right to sue for pain and suffering. Compare both prices before you decide.
Property damage limits
The $5,000 property damage minimum will not cover most crashes. Many drivers choose $50,000 or $100,000 for little extra cost.
Coverage priorities for Philadelphia drivers
| Your situation | Coverage to review | Why it matters |
|---|---|---|
| Car parked on the street | Comprehensive | Theft and vandalism. |
| Daily commuter | 100/300/100 liability and UM/UIM | Crashes can exceed minimums. |
| Any driver | Quote limited and full tort | Compare the price difference. |
| Tight street parking | Collision with a manageable deductible | Sideswipes and dings. |
Examples only, not recommendations. Coverage availability and terms vary by insurer.
Pennsylvania rules every Philadelphia driver should know
| Coverage | Minimum | What it pays for |
|---|---|---|
| Bodily injury, per person | $15,000 | Injuries you cause to one other person |
| Bodily injury, per accident | $30,000 | Injuries you cause to two or more people |
| Property damage | $5,000 | Damage you cause to other people's vehicles and property |
| First-party medical benefits | $5,000 | Your own medical bills after a crash, regardless of fault |
- Some of the lowest minimums in the country. Pennsylvania's 15/30/5 limits are very low. The $5,000 property damage minimum will not replace most cars, and a single injury can exceed $15,000, leaving you personally responsible for the rest.
- Limited tort or full tort. Limited tort lowers your premium, but you generally cannot sue for pain and suffering unless your injury is serious or another exception applies, such as an at-fault driver who was drunk or uninsured. Full tort costs more and keeps your full right to sue.
- Uninsured and underinsured motorist coverage. UM/UIM is optional, but insurers must offer it and you must reject it in writing. Pennsylvania also lets you stack UM/UIM across vehicles for higher limits. Learn more about UM/UIM coverage.
- Fault rules. Pennsylvania uses modified comparative negligence. Your recovery is reduced by your share of the blame, and you cannot recover if you are more at fault than the other side.
- Lapses and driving uninsured. If your coverage lapses, PennDOT can suspend your registration for three months. You can avoid the suspension if the lapse was short and you prove you did not drive, or once a year by paying a $500 civil penalty. Driving uninsured brings a fine of at least $300 plus three-month registration and license suspensions. See high-risk auto insurance.
How to compare Philadelphia quotes apples to apples
A cheaper quote is only cheaper if the coverage matches. Line up each quote using the same limits and deductibles.
| Coverage | What to match |
|---|---|
| Bodily injury and property damage liability | Same limits, such as 100/300/100 |
| Uninsured and underinsured motorist | Same limits, ideally equal to your liability limits |
| Collision | Same deductible |
| Comprehensive | Same deductible |
| First-party medical benefits | Same limit |
| Rental and roadside | Same daily and total limits and towing distance |

Philadelphia auto insurance FAQs
Does my policy cover a stolen car?
Only if you carry comprehensive coverage. Theft of the car, and damage from a break-in, are comprehensive claims, subject to your deductible.
What is stacking UM/UIM coverage?
Stacking combines the uninsured motorist limits for each car on your policy. With two cars and $50,000 each, you could have up to $100,000 of protection. It costs more, and you can waive it in writing.
Are Pennsylvania's minimum limits enough?
Rarely. The $5,000 property damage minimum will not replace most cars, and one injury can exceed $15,000. Higher limits often cost little extra.
Is Pennsylvania a no-fault state?
Partly. Pennsylvania is a choice no-fault state: your own first-party medical benefits pay your medical bills first, and your limited or full tort choice decides whether you can sue for pain and suffering.
Do I need full coverage in Philadelphia?
Pennsylvania requires 15/30/5 liability and $5,000 of medical benefits. Collision and comprehensive are optional under state law, but a lender or leasing company will almost always require them.
Should I choose limited tort or full tort?
Limited tort saves money but blocks most pain-and-suffering claims unless your injury is serious. Full tort costs more. Ask us to quote both so you can see the difference.
